商品房买卖纠纷
开发商交付房子后当事人请装修公司装修
装修过程中发现房子存在质量问题
后起诉开发商要求退房并赔偿损失
司法鉴定结论问：房屋整体质量不合格（原因：砌体工程不合格，轴线偏移12CM）
  求教砌体工程不合格，轴线偏移12CM能不能确定房屋主体质量不合格
  这是退房关键。。。。
  现在对方代理人的观点是：房屋整体质量不合格不等于房屋主题质量不合格
